  1. In reviewing our lesson, we are to post the five most important events for budget. I'd like to suggest that we consider the following:
    1. Review/development of Board goals
    2. Development of DIP to align with Board of Trustee goals
    3. Establishment of district budget process (usually March)
    4. Late July when board and district reviewing coming year's revenue from certified taxable values of the district based on WADA and PEIMS.
    5. August - proposed budget posting on August 20 and board adopted budget on August 31.

  3. I'm not sure why my previous comment was deleted...This is very similar to the process that is followed in my district. Adding in August, Board adoption of the tax rate after the adoption of the budget.

  4. Here are my top five. It looks like Becky and I have a similar top 5.
    January - Board of Trustees develop district goals.
    January – February District Improvement Plan is developed to align with the Board of Trustee goals.
    March – May District budget process includes input from community, directors, district advisory councils, campus principals and all stakeholders to align expenditures with the Board of Trustee goals.
    July - Review of the revenue estimates for the new school year based on the certified tax values as determined by the funding allocations.
    August - District budget proposal approved (August 20) and adopted (August 31).

  5. Here are my top 5. Very similar, however I added the June public notice that is required by law.

    January - The Board of Trustees develop district goals while the executive admin team reviews formulas, develops budget process plan and prepares for community budget input meetings

    February - The district develops the District improvement plan which aligns with goals set forth by the Board of Trustees.

    March - The district begins to obtain input from district departments and campuses align budget allocations with district goals.

    June 9 - Public notice in paper for the adoption of the district proposed budget and a summary should be placed on the district website or at central office if the district does not have a website.

    August - The district budget approved - August 25th Adoption of Tax Rate - and by August 31 the budget must be adopted with amendments (or June 30 if the district uses a July 1 fiscal year start date).

  6. Here is a little more to my above comment:
    I found it difficult to pick five individual events as many things are happening simultaneously. I was able to narrow it down to five groups of actions, all very important. There is some flexibility in the process, but certain dates are set by law.

  7. There are a number of things that must take place simultaneously, and that are so interdependent that there is no way to separate one from another. The key is to have leadership that not only understands the dynamics, but can actually maintain control while allowing the various components to work independently and in conjunction with one another.

    Week 2 Assignment, Part 2
    State Budget Development Insights and Reflections
    CONSENSUS
    In coming to consensus in Group 4 (Becky Prentice, Daniel Taylor, Shelley Rex, and Sheri Hawthorne), our group found it necessary to condense the six points outlined in the TASBO Budget Development powerpoint (slides 6 – 10, 2.6.1 Statement of Texas Law, Sections 44.002 through 44.006 of the Texas Education Code) into a list of five events and dates for the development of a district budget. Each member of the group listed similar events on the group wiki (http://edld5342group4.blogspot.com/2011/04/group-4.html) , so it was relatively easy to agree on the top five events and dates listed as follows:

    January Review/development of Board goals.
    February Development of DIP to align with Board of Trustee goals.
    March Establishment of district budget process with input from district stakeholders.
    July Board and district reviewing coming year's revenue from certified taxable values of the district based on WADA and PEIMS.
    August Proposed budget posting on August 20 and board adopted budget on/by August 31. (or June 30 if the district uses a July 1 fiscal year start date).

    While we all agreed to the basic components needed in our five events, it was somewhat difficult to pick five individual events as several events happen simultaneously in the process. As a group we decided that these explained those components.

    Our group communicated on Part 2 through varied technology. We utilized the group wiki, the Epic discussion board, email and text messaging to identify discuss the information needed for this portion of the assignment.

  10. I agree that it is not specific dates per say throughout the budget process, but more of a time frame. The obvious date for everyone is August 31st to have the budget adopted and tax-rate set.
    Our group used similar methods to come to a consensus.
